What makes software HIPAA compliant?

HIPAA compliance is a set of administrative, physical, and technical safeguards around protected health information — access controls, audit logging, encryption in transit and at rest, and a signed Business Associate Agreement with every vendor that touches the data. Software is not "HIPAA certified"; it is built and operated to those controls.

Is ChatGPT HIPAA compliant?

Not by default. OpenAI will sign a Business Associate Agreement on qualifying enterprise plans with specific configuration, but the consumer ChatGPT product is not covered and protected health information should not be entered into it without that BAA and configuration in place.
